Now, not knowing any of these answers...here is where I would start. (If the car shas been sitting fro a few months or longer).
I would use a ratched and socket, and turn the engine over by hand after shooting a little WD-40 in the plug holes...charge or replace the battery.
I would drain the fuel from the tank. I would change the oil and filter as well as the plugs.
I would then, using a spray can, shoot some started fluid or carb and injector cleaner into the carb or throttle body, whichever it may have. (have some dry towels and water hose handy in case of fire). I would then "bump" the engine...that is just hit the ignition to get it to turn over for a sec. If all is clear, crank it over. Dont pump the pedal if there is starter fluid in the carb or throttle body...bad gas may still be in the fuel pump/lines.
