I agree with you mate and the first priority is safety and which most of them don't follow or ignore it by breaking driving rules and causing death by careless driving while under the influence of drink or drugs. Paying for penalty is not deal but loosing your life or causing accident which may take other's life is really a big loss. So safe driving is really important and following traffic rules is most important.
